A natural conclusion to the command to pray is that not to pray would be a sin.
We read in 1 Samuel about the Israelites demanding a a king even after being chastised by him. They begged with Samuel to continue to pray for them. To which he responded "Far be it from me that I should sin against the LORD in ceasing to pray for you" (1 Sam 12:23)
Prayer is our responsibility, our duty, and therefore not to pray is a sin.
